A little bit about Bill Gleisner,
candidate for the Second District Court of Appeals.
WHY BILL GLEISNER IS RUNNING AND HIS JUDICIAL PHILOSOPHY.
"I decided to run for this seat because I believe the citizens of District II deserve a choice, and because I believe my credentials, knowledge and experience make me the candidate who can best serve all of the citizens of this District as a Judge on the Court of Appeals. Out of a field of 18 candidates I was one of three finalists for the seat which will be the subject of the election on April 1, 2008.
"District II is a large district consisting of the following counties: Manitowoc, Calumet, Winnebago, Green Lake, Sheboygan, Ozaukee, Fond du Lac, Washington, Waukesha, Walworth, Racine and Kenosha. The Court of Appeals is vitally important to the citizens of District II. Last year there were 700 appeals filed with the District II Court of Appeals. Of that number, only 30 or 40 were reviewed by the Supreme Court. Thus, in a very real sense, the Court of Appeals is the court of last resort for the citizens and businesses in this District.
"I am running in part because I strongly believe that our judges should not legislate from the bench, but decide each case on its merits, guided by the law. I believe that neither judicial activism nor political agendas have any place in our courts.
"Because of these beliefs I am blessed with strong support from both Republicans and Democrats. I want to be a judge for all of the people in District II, regardless of political persuasion and without regard to any criteria besides the law. I stand for and will serve according to the following principles:
- "Politics should have no part in any judicial race or in the administration of justice. A judge on the Court of Appeals must be completely impartial and blind to any and all partisan issues. I will serve no constituency but the Constitution and the laws created under it, and I will follow the law, and the Constitution of our forefathers, wherever they may lead.
- "The Court of Appeals is an error correcting court. It reviews cases to see if the rules have been followed. A Court of Appeals judge does not make the law. He is like an umpire in a baseball game. A judge should apply the rules fairly and impartially.
- "Every party to a lawsuit is entitled to equal respect and justice under the law, whether they are a large corporation or an average citizen. Every citizen has a right to expect equal treatment in the courts and I will dedicate my service on the Court of Appeals to securing that right.
"I am proud that Waukesha Circuit Court Judges Mike Bohren and Jim Kieffer have agreed to serve as the honorary co-chairs of my Campaign Committee. I am proud and humbled that Judge Bohren wrote the following to Governor Doyle:
'Attorney Gleisner possesses each of the qualities of a great jurist: empathy for those that appear before him, legal scholarship and a keen intellect, strong work ethic, and a sense of justice…Application of the law to circumstances requires knowledge, intellect, empathy and a sense of justice, all qualities possessed by Attorney Gleisner.'
"I am very proud that Former Judge Joseph Troy, Past Chair of the combined system of the ten Wisconsin Circuit Court Judicial Administrative Districts and a Circuit Court Judge in Outagamie County for twenty years said the following about me:
'Bill's background and achievement make him uniquely qualified to serve the people of Wisconsin in this important office. I am confident in saying that there is no other lawyer in Wisconsin who has demonstrated Bill's level of legal scholarship through advocacy at all levels of the State and Federal Court system as well as publishing in legal journals and a highly respected legal treatise. All of these experiences make clear that he will bring [to the Court of Appeals] an extraordinary understanding of the law, our society, and the impact of the judiciary on the citizens of the State. "I am equally proud and humbled that over 160 lawyers, judges and law professors wrote similar letters to the Governor. Most of all, I take profound pride in the fact that those letters came from both sides of the partisan divide. Those who have and will support me can be assured of my independence."
Bill Gleisner is an extremely accomplished attorney.
Here are some of the highlights of his legal career:
- Earned a law degree from Marquette University, Milwaukee.
- Earned a Masters in Law degree from Georgetown University in Washington, DC.
- Named Trial Lawyer of the Year for 2005 by his peers.
- Has directly or indirectly participated in more than one hundred cases appealed to the Wisconsin Court of Appeals and the Wisconsin Supreme Court.
- Has participated in cases that have been heard before four Federal Courts of Appeals as well as the U.S. Supreme Court.
- Served as General Counsel for the National Federation of the Blind specializing in Constitutional and civil rights litigation in the federal court system.
Bill Gleisner is also a nationally recognized legal author and scholar.
Here are some examples of his accomplishments in these areas.
- Was recognized in 2000 by the State Bar of Wisconsin when it awarded him their prestigious Charles Dunn Award for Writing Excellence.
- Is one of two co-authors of a 1400 page multi-volume reference piece on the subject of electronic and digital evidence which is frequently cited by attorneys across the Nation.
- Has authored or co-authored numerous scholarly articles in the Marquette Law Review, State Bar of Wisconsin’s Wisconsin Lawyer magazine and The Verdict magazine.
- Bill is a nationally recognized expert regarding computerized litigation techniques and digital trial practice law.

- Born & raised in Sussex.
- Married to Doris Lattos. They live in Hartland.
- Bill & Doris have three children and five grandchildren.
- They attend Sts. Peter & Paul in Milwaukee as well as Blessed Teresa of Calcutta’s in North Lake.
- They volunteer monthly for the meal programs at St. Ben’s in Milwaukee.
